PSG isn't elite?  Really???    There's Barca in its own category right now and then a group of teams, that include PSG, chasing them.  It's always like that.  You don't make the quarterfinals 3 years in a row and barely lose to Chelsea and Barca in 2 of them if you're not elite.

Being elite is showing consistent top showing in CL over a few years.  PSG has shown that.  

To me, the group behind Barca that are all equally competitive are Madrid, Bayern, Chelsea, PSG and maybe Juve and Atleti (I hesitate with Juve because, before last year, they were a disaster in CL.  This is the year they need to show they're elite by getting in the final 8 again. Atleti is not the same team of the last 2 years so we'll see).

@Sports 2 things, Barcelona aren't in a tier by themselves. Madrid are on the same level and a fully fit Bayern are as well.

I agree Chelsea, PSG, Atletico and Juventus are in the category below. Then you have the rest.
