yes, but many teams will happily buy them for an average amount....15 mil is not a lot. We bought young for 15 mil lol.

It seems as though we are putting all our efforts into getting Hazard. Kagawa seems like our plan B.
If Hazard doesn't choose us, I expect this deal to be wrapped up quickly next week.

I think you guys will end up signing Hazard. His preferred position is behind the striker, he is not going to do that at City because of Silva, and at Chelsea we have Mata at that position. While you guys have Rooney at that position, but more likely he is going to play ST next season since you guys will definitely sign Hazard or Kagawa.
Hazard is the better choice for your traditional 4-4-1-1 formation, while Kagawa is the better midfielder who will play deeper and help the midfield if your looking to change your formation.
