Chelsea needs to take the blame.
I still recall vividly Kakuta making his debut (against the Wolves IIRC) and immediately within minutes he sparked life and creativity into the Chelsea side that was labelled as a one dimensional team for their physical play.
Instead of giving him a proper chance to develop him into the first team we kept on signing established stars and loaned him out of any confidence he had left in himself. Then again, it was a difficult time with all the managerial instability so we had broader issues to respond to.
It is good to see that we are now comparatively better at managing youth talent. But until I see a current generation youngster starting for the first team a la Terry I wouldn't believe it. Right now it seems as if we're just buying every youngster that has got potential just to sell him at a profit to make our books look pretty.

Had he any respect for himself, he would have kicked on on his loans like scores of other players do all over the world, knowing that regardless of whether he had a future at Chelsea or not, he would be playing football somewhere, and that it would be in his best interests to develop his very obvious talent to its highest potential. As it is now, not even the likes of Vitesse and Lazio want him. That's no one's fault but his own.

Despite fully believing players like Chalobah and (in particular) Piazon have the potential to be works class players, I'm far from convinced that they'll EVER get regular minutes in the first team

That's a factor as well, true. But we can't discount the number of young careers, like Kakuta, who Chelsea mismanaged themsleves out of a first team opportunity by their own transfer dealings.
