To be fair to them, the "youth" plan was actually the one thing they did follow. They have the youngest squad in Serie A.
Donnarumma, Romagnoli, De Sciglio, Calabria, Niang, Suso, etc.

I’ll give you a recap of what happened during the summer.
A Chinese consortium was planning on buying Milan in June, but delays were pushing the deal back each week. After a few months, they signed the preliminary agreement in the first week of August. However, the reported 100M funds weren’t going to come in, during the summer, rather they were going to come during the winter.
That’s fine and understandable, but everyone knew that the funds weren’t going to come in during the summer. That was clear from July. So what does Galliani do?
With the limited funds, Berlusconi gave, Galliani goes and buys reserve players.
Lapadula: 10M
Sosa: 8M
Gustavo Gomez: 8.5M
26.5M spent on fodder. Everyone knew our midfield was dire, and Montella specifically asked him to make midfield the priority. You know what he does instead? He buys a striker from Serie B, a midfielder from the Turkish league, and a defender from Paraguay who no one had ever heard of.
He sells SES for 11M to Roma. He was asking for Paredes all summer, yet he could have included him in the deal for SES, but he didn’t do so.
Now we have a bunch of bidone in the club, who either don’t want to leave because Galliani is the only one who is idiotic enough to actually pay them big money, or they leave for free.
Menez, Diego Lopez, and Matri were all dumped, but you want to know how much? -1.5M. The club is paying Diego Lopez 1.5M to leave. Let’s not forget other scrubs like Honda and Luiz Adriano who he should have shipped off, but didn’t. If Marotta was Milan’s sporting director I assure you he would have gotten us money from these players, no matter how little.
It’s *bleep* bullshit. I’m ecstatic that he’s FINALLY leaving.

It's been reported Spurs bid and Schalke rejected for a higher amount. Whether that's BS or legit, I don't know. Either way, it's not going to happen.

Spurs have actually tried doing good business and the deals for Janssen and Wanyama were good deals and necessary ones, I think. N'Koudou to come too. Still, the team is too thin for my liking and relying on N'Koudou to come in and make an impact, Winks, Onomah and other youth to do the same as opposed to even the likes of Mason and Chadli...foolish for a team now in the CL.
Looks like Spurs is more interested in keeping a balanced budget for the stadium than pushing on and splashing cash. For the best? Perhaps. I could see the team getting burnt out though.
