Who is he replacing in the 09-10 Chelsea team? Maybe the year MB departed I guess but Essien, Ballack and Lampard were all miles better that particular season. That was the year Lampard had 27 goals and 24 assists, Ballack was basically doing what Gerrard is right now without the pens and Essien was still in his prime.

Nothing would have be really changed for Chelsea with Pirlo, I mean why it should be a regret for Chelsea? this is a club who won Premier League and Champions League in those years ... And I don't think Chelsea would have won EPL in following years with Pirlo( on the other hand the best Pirlo in career won only a Scudetto as starter in Milan ).
Only Milan must have regret of it, why in this wat it would have avoided to give it to Juve
