They will get away with it against Cardiff.

No, Laudrup is being pragmatic like he was against United hoping for that defensive smash and grab at White Hart Lane. If Spurs score in the first half I expect he will be brought in at half time. Capoue has adapted a lot quicker than i thought he would.
When i have seen him over last year or so he's had a problem with decision making and looked very raw.

I'd agree that this is a tactical decision in another fixture away from home, against a top side in the league. With Bony not quite acclimated to the Prem and the potential for Spurs to counterattack, I think Laudrup wants three midfielders that will "stay home" to a larger degree. I fully expect bony to make an appearance later on, though (likely for Shelvey).
