well they are only plans so far. Italian laws do not allow teams to begin construction of their own stadiums yet. Normally it takes around 10 years going from a proposed plan to the actual construction in Italy, but there are talks of changing these laws. Roma have plans to build the stadium before season 2016-17, but God knows when the construction will get the green light, and that's what I meant in OP.

So wait....how were Juventus able to build their own stadium if Italian law prohibits teams from beginning construction on their own stadiums?
