is the ballon d'or still an award for the best player? or has some stuff changed?

im just asking this because i saw some crazy votes... algeria voting for benzema as best player because he has algerian roots etc... or kompany not putting ronaldo in his top 3 because ronaldo made him look like a joke in the CL...
