It was the actual smart thing to do on Jack's part. Whatever the investigation would have found (maybe) would have ruined his name sake and he would have gotten fired and who knows what other fraudulent activities they would have uncovered.

So just resign, cancel the investigation and keep one's "good" name. Shame really...
