EPL and La Liga has no tactics or defense to speak of at all.

Maybe Chelsea will eliminate Napoli and Arsenal will eliminate MIlan and Marseille will eliminate Inter. Then we can say Serie A is final dead. If no, then Serie A can be said to be recovered from Calcipoli and return to be the strongest league. CL is the biggest test for leagues.
