It's a fee to finance the public broadcast system.
Till 2 years ago it used to you had to register applications, i.e. you had to pay if you own a TV, radio etc.
Completely crazy of course, but you could dodge it by claiming you have none.
Now every household has to pay no matter what.
I'm just going on about it because just a couple of weeks ago they finally decided to demand it from me so I had to pay all the fees since beginning of 2013, and now I'm hating on everybody employed by the Germna public TV stations, to vent.

I was serious, In England we pay a TV license fee for the standard channels like BBC,ITV,C5 etc. They are the ones who are supposed to show the WC so it's basically free. One of the requirements. Thought it was similar to what u pay

Yes, it sounds very similar. It's something like 17 € monthly, and the money is used to fund the budget of the public TV and radio stations. That and all the commercials they show, of course.
But it's unconnected to how and whether you actually receive the channels, satellite, cable, public frequencies etc
And the world cup, EC etc is always shown on public stations, same as with you.
