Maybe the Dnipro owner wanted to use the whole window to haggle with the price to see if anyone else would join to rive the price up. Many possibilities, but I do agree that it is a terrible way to do business.

That's what I always wonder, too. Fortunately, most German clubs manage to do their dealings a bit earlier most of the time. ^^

Selling clubs and agents stall on deals in the hopes of either getting other clubs involved (and starting a bidding war) or getting a better offer from the main pursuing club if they get desperate.

Also, in the case of the deals in question, neither selling club is/was in any particular rush (or even really interested in) selling this window. Both are/were quite happy to wait until the summer if an offer they felt they couldn't refuse failed to materialize... that type of situation always makes for drawn out negotiations unless the buying team is willing and able to just throw whatever money is asked at the selling club.
