Paul Elliot - First Black Chairman/Rooney Rule

In researching for an article on how far we've come in ridding the game of racism in this country after it was announced CAFC were set to name Paul Elliot as their new chairman the question of whether the Rooney Rule should be instated here was a debate which I found very interesting and difficult to come up with an answer.
What are people's thoughts??
