Generally if there is a percentage either way it's 10%, I've never heard of 20%.

Subtitles, yes. Usually it's not necessary to give your whole paper a title though (usually everyone is doing the same assignment/essay so the markers know what it's called).
Footnotes count too, and with legal referencing, that can mean over a hundred words easily for a paper of that length.
