2011 Corruption Index
"vast majority of the 183 countries and territories assessed score below five on a scale of 0 (highly corrupt) to 10 (very clean.) New Zealand, Denmark and Finland top the list, while North Korea and Somalia are at the bottom."

everyone is corrupt there... from our army, to ISI, to policitans, to the President...
for neutrals in my country the best president is the one that steals the nations money but also does something in return..... unlike our current president who steals all our aid, and asks for more

No surprise that Libya is ranked so low. Some university students get "invited" to high-ranked jobs, maybe because they have a brother who knows Gaddafi's son's cousin's friend or some crap like that. I have a relative who got such an offer, but declined.
Near the end of this year's revolution, the Libyan Transparency Association was formed to help curb the corruption that was heavily present in the Gaddafi era. I can see our country's rating dramatically change within the next 3-4 years.

the problem in Pakistan is people are greedy & jealousy...Jealousy is a big problem in Pakistan
Indians on the other hand are people patriotic, and will always help their own people....Indians aboard are always willing to hire their own people
While many Pakistani aboard will do nothing for you..
many of the politicians in Pakistan come from bad backgrounds...for example the President atm used to sell black market movie tickets with his dad outside theaters when he was young.....and he wasn't democratically elected his Party won but he made himself the party leader after his wife dead...because he said his wife (Bhutto) left a will which made him the President and his son (18 years old at that time) the future leader.....and with the help of US, all of his corruption charges were pardoned by Musharraf,

India is corrupted too but the thing is our democratic system will not allow any day light robberies and the chance that you will get caught later is around 75% i will say,lot of politicians are getting caught lately lol

Every country has corrupt structures in it but the pricing is different Officials are paid well in Germany so to bribe them you'd need connections and a fortune Most of the people can't do it so the rate is a lot lower
In a country like Pakistan for example, I don't think that their average official earns enough money so they earn 'extra' from bribing or other mischieves at the side

in china if a official or Big Time CEO's are found guilty of corruption.... it the death penalty for them....
but that don't mean there isn't corruption...people are afraid of the police there but if you have the right type of $$ anything can be done....

I'm guessing the reason we have little corruption is because we've got a lot of bureaucracy, a large welfare sector (probably amongst the biggest in the world, which I guess ensures people don't become desperate and cheat through the system), good democratic traditions with appropriate transparency and a pretty unified population (which can be negative sometimes, because it hinders individualism).

True that but what incidents made people perceive corruption? That's what I wonder. Usually when there's any kind of link to corruption it becomes a giant media fest here and I can't recall any. Place 24 just has to be a disappointment for the country that fancies it the home of the free.
My point is that alle the top 10 nations are either tiny, like Singapore, or have very little inhabitants, like Australia, meaning apparently as soon as the number of people to be managed gets high enough, tons of them start falling through the cracks.
And then, not being corrupt doesn't mean justice. Singapores laws are quite oppressive, and sometimes not very fair, but the officials sure as hell aren't bending them to dish out personal favors.
Yes, in that context place 24 is probably impressive with over 300 million inhabitants, just like place 14 should be impressive for Germany with over 80 million citizens. But the aim for the Western Democracies should clearly be to form the top 10 by themselves, considering their ambition.
But, well, I guess money talks.
