No they arent because he did not step back to try again, once you start shooting an penalty, u are allowed to stop but that means you cannot take another try after that.

After the referee blows his whistle, which is the signal for the kick to be taken, the kicker must kick the ball in a forward direction (not necessarily at the goal, though this is almost always the case).
The ball must be kicked after a run-up by the taker, who may slow or stop his run during the run-up but may not feint when he is on the point of kicking the ball ("paradinha"). If the taker scores after violating this rule, the kick must be re-taken and the kicker must be cautioned for unsporting behavior.

I think you missed the point, when he goes right up to the ball, he fakes the kick so the keeper dives

Watching it back, though, he went to kick it, stopped, THEN kicked it. That is definitely not allowed

@ 3:00, only cech didint dive and saw that happening.
Like i said before you are allowed to trick gk or stop when you are giving an penalty kick but its illegal to backward your steps and try to kick the ball.

One stopped half way during the run up, then ran up and kicked it, the other ran up, went to kick the ball, stopped, then kicked it

Oh I understand. I thought you were complaining about the fact that it was a dummy, but it was because of actually pretending to kick it not running and stopping midway.

He is allowed to stop whenever he wants to as long as he doesn't kick/or try to kick the ball, i am a 100% certain of it.
