Well, the Neymar story was an exception and here's why:
Bayern has a very clear and strict transfer policy:
1. They usually don't go north of 40m to sign a player.
2. They don't bring players directly from South America.
Guardiola, even though he was in charge of the transfers at Bayern, his targets had to satisfy those two conditions in order for Bayern to approve the deal. With Neymar, not only would he have cost them significantly more than 40m, he also was still playing at Santos at the time and had no experience playing in Europe (both conditions weren't met). So naturally, they went for Guardiola's second choice which was Goetze. But to my knowledge, they never went behind his back to sign someone against his will.
They're a well-run, extremely well-organized club. While they do give their head coach complete freedom to sign their targets, they still had to meet certain requirements in order for them to keep the club financially healthy.
And like I said, Guardiola wouldn't accept a coaching job without having guarantees to be completely in charge of the club's transfers. Case in point, the signings Bayern made under his rule had Guardiola written all over them (Thiago, Costa, Alonso, Coman, Benatia,Kimmich...).

I was always skeptical of the "no south americans" story. Certainly didn't stop them from signing Lucio, Rafinha, Douglas Costa, Vidal and James. Seems to me they just wanted a pretext to sign Goetze instead.

But there's a minor difference between all the players you mentioned and Neymar though.
They all had played in Europe prior to moving to Bayern. Neymar when Guardiola wanted to poach him hadn't played in Europe yet. That's precisely the unwritten rule Die Roten follows by heart.
This is a quote from Rummenigge himself when he was asked about whether or not Bayern were ever interested in signing Neymar (pay close attention to the last sentence):

This policy was a reaction to the catastrophy that Breno's signing turned out for everyone, most of all Breno.
So after that our board decided that it might be best not to get players directly from South America.
Though I wouldn't regard this 'unwritten rule' as unchangable, eternal and essential, and I wouldn't believe our board that this was the deciding narrative behind 'Götze instead of Neymar'.
Especially if you consider that the Neymar transfer court case has proven that we actually tried to sign Neymar
So the truth is rather we didn't get him.

Bayern weren't able to afford Neymar, tax or no tax. Thats the real truth behind it.
He would've wrecked their wage structure which would've either led to seniors demanding parity or him being sold in a couple of years. So they went for the cheaper , inferior Götze.

Please don't believe this Bayern 'No South American ' policy
It's just an excuse to hide the fact that they are not as attractive as Real or Barca to lure top class flair and fancy South American players. So many Bayern fans repeat this narrative of their board or pro-Bayern media to make themselves feel good
As if they'd turn down a chance to sign a player like Neymar rofl. Let's be real here.

We had a near perfect year bro. Put some respek on my name. Everyone were laughing at thought of Juve reaching a final let alone winning it. I was crowned betting king of the forum too let's not forget. It was a bitter ending , one that's very hard to digest hence a comeback trail was always on the cards

Sane's injury is a big blow.
They should have brought a dribbling pace merchant like Zaha. He'd be a decent 3rd option on the wings.
