Because it is not a penalty. It wasn't intentional and the arm was not in an unnatural position.
Have you realised when the referee keeps watching a replay it is almost certain they'll give penalty? It is because referees are not trained to use VAR. Their brain is wired to give split second decision. The replays cloud their judgement massively.
