You haven't to think Balotelli was crap because the team was mediocre.
The team was mediocre also because Balotelli played as mediocre.
His issue in progressing though has generally been his immaturity. There were two Balotellis at Milan and he showed good and bad things on the pitch. Rodgers is excellent in bringing out consistency in his players and that's what Balotelli needs to find. I think that Rodgers will have to work hard, but Balotelli will find a welcoming atmosphere at Anfield and with the players around him he will excel.

I dont remember quite as many saying he was crap when he ruined Germany just 2 years ago.
Other than his movement, there isnt nothing wrong with his game. His movement is so bad it becomes a fairly big problem depending on the game but I think its made worse when people play him as a 9, when he clearly isnt.
His size and physique goes against him in that way, but his entire style of play and goalscoring potential is that of a second striker, not a 9. If used there, I think he will do fine.
As for his behaviour. Can someone tell me what he has done since being in Milan? Because I actually havent heard of anything.

I agree with you on his positioning and I've been saying it for a long time. His movement is poor he can't lead the line he's best as a SS.
He really hasn't done anything bad off the field. His problems come from his performance on the field. Eivindo summed it up well:

Couldn't agree more with you, Milan fans were clamoring for Balo to play behind Pazzo last season during Seedorf's tenure. Just like you said, he's not a pure #9, he's an SS

Balotelli's best game for Milan. This game was also the first time he missed a pen. in his professional career. After he missed the pen, he went super saiyan.

see this is reason why he still get a free pass euro's, that been over and he still hasn't improve or done anything to be world class, he is a very good and technical player i like his ability a lot, but he still has a lot to prove and he could start with a good 20+ goals, even if he doesn't make that amount now just look like you give a damn for the whole/majority of the season, that good enough imo.

Just to put in simple words,he's a liability on the pitch.He just cant control his aggression it seems,i've noticed he's tried hard but he's been unable to do so.A red card waiting to happen basically.And to go along with his poor workrate,it becomes a distinct disadvantage for the team especially in high stakes games.
Like someone said,i can see him being motivated for the first few months creating sizeable impact,after that it'll be the same old story.

He was at City but not Milan, his displinary record was no worse than a lot of the league but sadly his reputation proceeds him.
Doesn't deserve the image he has based on his time at Milan in isolation.
What he does deserve though is his laziness off the ball I'm terms of showing for a pass and making runs for his team mates.
That's his biggest and really main issue, the rest is just digging to poke the stick with.

Many players dont improve in 2 years, many great players. I dont understand what you mean by a pass? Who gives him a pass and what has he exactly done in which he shouldnt be getting a pass for?
Why should he score 20 goals? Where does this figure come from.
The best second strikers of all times scored 1 goal every 2 games, the likes of Rivaldo, Rui Costa, Totti, ADP and co. Balo is nowhere near their level but for Milan what is his goal scoring record? 26 in 43 or something to that effect.
