Roma Recognized for European Success
50 years later, FIFA finally recognizes Roma's only European success, the Fairs Cup of 1961.
"In all the Giallorossi have contested three European finals, their only success coming in the 1961 Fairs Cup (the predecessor of the UEFA Cup) when they downed Birmingham City of England 4-2 on aggregate." - FIFA.com

There have always been problems regarding the Roma's victory of the Fairs Cup and finally the trophy has been officially recognized by FIFA (Federation Internationale de Football Association).
Finally Roma get the recognition for the European trophy, the Fairs Cup (later renamed the UEFA Cup, now the Europa League) won with great effort in the 1960/1961 season by the team captained by Giacomo Losi, in an affair that ended 4-2 against Birmingham. On the FIFA website, you can read on the AS Roma page, the European Fairs Cup titles won by our beloved team.

what exactly was the problem? did FIFA just not officially recognize the Fairs Cup until now?

No idea why FIFA took the stance it did and for so long, but I'm glad it's been hashed out now. Signore Losi must be happy about this I bet.

what exactly was the problem? did FIFA just not officially recognize the Fairs Cup until now?
Don't know exactly what the problem was. Though only FIFA recognizes the trophy, not UEFA. The tournament only became part of UEFA in 1971. Barcelona won it three times and they were recognized for it which is strange. There's not much info on it. But hey, I'll take it lol.
