No they arent because he did not step back to try again, once you start shooting an penalty, u are allowed to stop but that means you cannot take another try after that.

Yes they are legal, you can stop as many times as you want in a penalty attemp

Watching it back, though, he went to kick it, stopped, THEN kicked it. That is definitely not allowed

Like i said before you are allowed to trick gk or stop when you are giving an penalty kick but its illegal to backward your steps and try to kick the ball.

Oh I understand. I thought you were complaining about the fact that it was a dummy, but it was because of actually pretending to kick it not running and stopping midway.
