Unless Liverpool invest in their attack, Fekir, Werner, one of those, they're not going to be able to challenge City

My lack of confidence comes from Arsenal's horrendous centre back options. Sokratis/Holding or Sokratis/Mustafi isn't getting anyone in the top four. Even if Arsenal add Ceballos and Everton Soares to the team, they're still going to be let down by that backline.
If they can find a new CB from somewhere, then I wouldn't be as concerned.

No I think Liverpool peaked last season where as Spurs are on the rise. Last season was your best chance, but like United in Mourinho's second season, City were a tad too good and managed to edge you guys.
This season, the teams will figure out your gameplan which is to stop your full backs. Also this season VAR will be there.
