PSG already have a young uber talented CB in Sakho. They need a defensive anchor to organize everything and to mentor the kid along. They tried to get Varane last year... but he opted for Madrid.

For PSG, it's about building an international brand too. A lot of these moves are not just made for footy purposes. Silva, Lavezzi, Pastore, etc. gets them on the map globally.
