top flight rbs are worth easy 10 mil and abate is a proven top rb with room to grow

This 20-25m figure depends on how you look at the transfer. It was 5.5m plus 50% of Merkel.

If Merkel is worth 10m to you then yes, it was worth 21m euro's but by my books a Primavera player who did not even play enough games to get a Scudetto winner medal and who, in the games he did play, failed to really shine at all is worth 3-5m tops. This takes the transfer down to an acceptable approx 15m euros...
