When you go to ground at the slightest touch and Ref's are prepared to give you fouls for it all day long then you don't need physical presence.

Xavi has a point though.

But not every team plays like Barca.

Majority of clubs' tactics rely on physical game.

Xavi is more physical than he thinks. People think that physique only includes height and strength. But stamina, speed, balance are also physical attributes.

Xavi is slow and short, but he has enormous stamina (he is always the man who runs the most every match) and balance (can turn like few people while harassed). He is not strong, but he is not weak either.

Schweinsteiger tackles a hell lot more than Xavi, so physique helps. Free_cat made a great point, physique is exaggerated and Schweinsteiger doesn't have enourmous strength but does have 4 lungs, which IMO is much more important for the role.
