A lot of forums do allow such section where rules don't apply where one can do anything (except child porn, etc..) it's always fun, also I will be watching my troll as I am on 25% warning.. so I need that section...

Wouldn't having a troll section defeat the purpose of trolling? People would know you're trolling, so you wouldn't get the same reactions out of people unless they delibrately bite. What would be the point?

The point of trolling is to actually get people to take it seriously. This would just be a 'banter' section, which would be quite boring, IMO.
