Why? He is on a yellow and has a go at the player after being fouled, pushing him.
That the guy exaggerated ridiculously is beside the point, after all he also got a yellow and Neymar did not get a straight red.

But what he did is easily a yellow card, it's stupid to do it when on a yellow already and just further bespeaks Neymar's bad temper, terrible attitude and disgusting sense of entitlement which he is showing time and time again.
