Exactly, Ultras would gather and pretend their rival team's fans to dock them points.
Hell, the league will be decided by who has the most far reaching fans (with unscrupulous moral behavior).

The Spanish League (LFP) has handed Villarreal a fine of 12,000 euros ($16,000) after one of the club's supporters threw a banana at Barcelona's Dani Alves in a recent game at El Madrigal.
El Submarino Amarillo could have been hit with a stadium ban but the LFP have reportedly chosen instead to impose a fine, with the EFE news agency claiming Villarreal sources confirmed the figure was 12,000 euros.

AC Milan players had bananas thrown at them during a 2-1 defeat at Atalanta.
Guinea international Kevin Constant and Netherlands midfielder Nigel de Jong picked up two bananas thrown onto the pitch, while Milan players appeared to sarcastically applaud the home support.
Fans were warned the game would be suspended if there was a repeat.
"Whoever threw the banana on the pitch deserves to have a coconut thrown back at them," Atalanta boss Stefano Colantuono told Gazzetta dello Sport.
"They've ruined what was a great afternoon."

Two weeks ago, Barcelona defender Dani Alves picked up and ate a banana thrown at him by a Villarreal fan.
Footballers worldwide showed their support for the Brazilian by posting pictures online of themselves eating bananas, while Villarreal were fined 12,000 euros (£9,850) by the Spanish Football Federation.
Milan's defeat in Bergamo hit their hopes of qualifying for next season's Europa League.
A Gianpaolo Bellini own goal after 51 minutes put the visitors ahead.
But German Denis equalised with a 68th-minute penalty after Constant fouled Carlos Carmona, shortly before the bananas were thrown onto the pitch.
Milan's Mario Balotelli hit the post late on before Franco Brienza's 25-yard strike flew into the top corner to clinch victory for Atalanta in the sixth minute of stoppage time.

I doubt 'educating' fans will work. Not every fan is a kid in school. Drastic measures need to be taken in order to combat racism. If everyone keeps dithering and burying their heads in the sand, then nothing will ever be achieved.
There exists racism in the stands, not as bad as seen in places like Italy, Spain and Russia, but Millwall, Sheff Utd, West Ham, Spurs and Leeds have had issues with it in recent times. There also exists a lot of homophobia too, which seems to be overlooked.

It will gradually fizzle out if we continue the same strategies tbh.
You mentioned a few english clubs but its not really that bad in England lets face it. A few "anti-semitic" chants aimed at spurs doesn't really compare with what goes on in many other countries.
In my opinion, people often seem to make the mistake of calling racism a problem in football.. when to me it really isnt and the level of racism in football is usually more of a reflection of a much larger societal segment. Often the lower socio-economic populations who are, as a generalisation, less educated.
So to answer the question, on a larger scale, continue to narrow the gap between the lower and upper classes, continue to educate kids on the matter in schools and give it time.
On a football scale, continue to allow such organisations as Kick It Out to operate to make it clear that football stadiums are no longer a platform for racist groups and individuals to spout their rubbish.

simply that in paces like uk and us there a lot of black people, a lot of exposure, and locals see hey these guys are not so bad. not so in spain, italy etc
