He is far to young to handle such a drastic change in muscular mass as it could/will result in his body not being able to handle the mass change. He needs to develop his physique according to his bodily development as otherwise it will result in the Pato Corollary who bulked up too fast and resulted in consistent injuries.

When the video starts, Neymar doesn't have any passing option and he managed to create space for a nice pass. Just because it didn't result in a goal, doesn't mean Neymar did nothing. That pass could have led to a goal, it's out of Neymar's hand (feet) once he passes the ball.
