Oscar Cardozo? Empty Oscar Cardozo?

Why is he not playing for Paraguay? He consistently playswellfor both Paraguay and Benfica from what ive seen and aling with barrios was paraguays main threat duringthe world cup. Is there a specific reason hes not called up?
