i am hearing the financial fair play rules come in existence next season does that mean likes of city wont be able to participate despite finishing in top4 ?

No.Because FFP allows owners to cover upto losses of 4omil for the next 3 years and with the ethiad sponsorship City comfortably passes the FFP criteria.
