Just some days ago I had read something about this cup
Since 70's it became just a tournament for Italian and English teams who played the third division
So the interest was limited to those towns that could  receive an international scenario
So as to improve the show, even the offside rule had been changed in this tournament : it was limited just for last 16 metres.
So I can't have a good consideration about this tournament that I've just heard about.

Imo a cup that could deserve revaluation is  Inter-Cities Fairs Cup,  the predecessor to the UEFA Cup.
Clubs played it seriously and it had a good following .. But it 's not considered as official by UEFA ( because it was an invitation ) and so for example AS Roma , Inter-Cities Fairs winner in 1961, have 0 European trophies officially.
