Why don't transfer windows close at the same time in all leagues, considering all leagues do bussines with other leagues, would make sense.

The PL season typically starts earlier than most leagues, and managers disliked how players could be unsettled for the first three games of the season. Closing the window earlier avoids having to leave out a player because he's about to join a rival.

It's a loan with an obligation to buy to avoid a sell-on clause that PSG has, or something like that.

United only wanted a permanent move for Rojo, so Everton pulled out.

Six deal sheets have been submitted to the PL. Iwobi is one, Luiz is probably another.
