I am not saying they will win the league because of new signigns alone but from the games I have seen this season I think these new signings are definitely playing a big role in implementing Pep's philosophy.
When I saw Walker and Ederson playing today, these few things brought to the team by them were missing from last season's city team. And the other reasons as stated by GLS, Pep knows more about the league this season and players know more about what exactly to do playing under Pep.

I'm not denying they add things to the team.
But they are not winning them anything, well Mendy was but he's injured now so not really relevant.
The idea that the transfer window won them the league when the players winning them games are players that already there is absolutely ridiculous.
If Man Utd win the league, then you can make that argument because their signings are actually winning them games.

if all of ManUtd, ManCity and Chelsea keep battering the small teams, the league winner might be decided by H2H record in the top 6 mini league. And then I can argue that a calm presence like Ederson would play a big role in big games. By the looks of it till now, his sweeper keeper abilities and general intelligence to follow Pep's football has been very evident till now.
Similarly, Walker has also improved them a lot in terms of positoning as a fullback and playing simple good passes like any usual midfielder is supposed to play.

But getting to the point where you batter small teams every week is exactly what wins leagues. You could conceivably win all the games against the bottom 14 and lose all the games against the top 6 (including yourself) and come out with 84 points, enough to win the league on most years.

The correct answer is somewhere in the middle.
You are under estimating how much a difference Ederson vs Bravo is making. Clean sheets since August, multiple save I seen Bravo concede numerous times last year. No more 1 shot = 1 goal like we seen last year. As well as Goat Sweeper Keeper skills

Also Walker pace allows for him to get back in time instead of being left for dead if he is caught out. Benjamin Mendy vs Clichy/Kolarov nothing needs to be said. Delph feels like a new signing and been great since Mendy's injury.
3 Biggest improvements this season has been Stones, KdB, Finishing. Stones has been more assertive and taking the helm from Kompany as the leader in defense. Actually putting in tackles and winning them instead of just keeping backing off like last year. More aggressive in defense as well. Less errors so far as well. He even rejected the captain's armband after it was offered to him by dinho but gave it to Kevin

KdB moved to a deeper CM role instead of as a 10 and is toching every blade of grass.

Also overall finish has improve this season. 23 goals between the from 4 of Kun, Jesus, Sterling and Sane in 10 games. Sterling with 6 goals so far this season while having 10 in ALL COMPS last year
