The expectation that a club should sort it out with the other club first is ridiculous, what if you go through all that effort and the player doesn't even want to move?

It's illegal in football bc.... that's why. It's not illegal in the real world unless your contract says so. Under UEFA rules, however, you may not contact another club's player without the club's consent.

Not just top clubs, but most clubs in general tbh.
It's against the rules in the same way downloading music without paying is illegal.
It's one of those rules that's rarely actually enforced, pretty much every time a player is signed terms are agreed before they even speak to the club.

They do it through intermediaries to start for sure... not directly to circumvent the rules. HOWEVER, you don't reach personal terms at that stage lol. You initiate contact with reps through reps to gauge interest. If interest is there and it's serious enough, you then ask the club permission so you can begin direct discussions.
The only time you don't need to follow any protocol really is if there's a release clause. That means you can contact a player any time you want. That's the danger with release clauses. In essence, you can contact any player in La Liga whenever you want as release clauses are mandatory.

I'm not intimately familiar with La Liga's rules. I didn't realize that release clauses were mandatory. Is it really that they can discuss personal terms with any player that has a release clause PRIOR to meeting it? In most leagues that would be difficult to gauge, as clubs aren't necessarily required to publicize a player's release clause. As for the rest, you're spot on. Clubs may grant permission to speak to a player at different points based on varying factors. The threshold may be lower due to a good relationship with the buying club, or it may be agreement on basic fee, a need to facilitate a quick deal, etc.
I doubt that Barca are negligent enough to be unaware of other league's rules. It's more a case of other clubs accepting it, as Barca will generally pay the desired fee.
