We've used up both of our non-EU slots so we couldn't accept Cuadrado even if we wanted to now.

As far as I'm aware, we can't create a new non-EU slot by selling someone, I think it's a limit per window we can sign.
Someone may be able to contradict me however.
As for the offer, try Fabregas for Zapata.

We're expecting another official offer from Chelsea for Romagnoli, having rejected their initial bid of 35 million euros.
Just hypothetically, for what figure would people begin to consider selling Romagnoli? I'm against it because even if we got 100 million euros we'd waste it. If Galliani wasn't still in charge of this window though the matter might be different.

At this point, We'll probably keep bidding until we hit 50m Euros, the same as we've done with Koulibaly.

At 50 million, I imagine we might very well cave. If we could redirect that money towards Rugani and Paredes, I'd accept it, but we'd probably just grab Astori and Bentaleb instead.
From Chelsea's perspective though, I'd prefer to pay 60 or 70 for Koulibaly than 50 for Romagnoli.

Among the reasons Milan would rather not sell the player is a clause in the original deal with Roma, which means 30 per cent of any of the profit above the original €25m spent for the player's acquisition would have to be turned over to the club from the capital.

Koulibaly is the finished article. Romagnoli is potential. While Romagnoli is already really good, today Koulibaly is better. The thing is that they are very different CBs. Going for one or the other would depend on what you need most. Koulibaly is very similar to Chiellini, Romagnoli is Barzagli. They'd make a good team.

Koulibaly still has the odd mistake in him but his growth in the past year under Sarri has been incredible. He always had the physical gifts to be a great central defender but he's now combined his strength and pace with a superb reading of the game. Additionally, he's probably the best ball playing central defender in Italy outside Bonucci.
Romagnoli meanwhile is still very much a young talent with the potential to grow. I've no doubt Conte would mould him into a good player but Koulibaly is ready to step in and lead a defence right now. Given Kompany's injury troubles, he'd probably be the best CB in England if he arrived.

Nobody beats Mike Smalling regarding defense abilities.
