I have a feeling that England is going to the final this year. So yeah, I guess Harry Kane might be the top scorer.

I would not bet any money on this tho... with 24 teams, the margin of quality is sometimes big.
Like, Poland beats North Ireland 5-0 and Lewandowski scores all the goals. Or CR's Portugal who has an easy group, i think this might distort the scoring leaderboard even if they do not reach far i the competition.
