Why is he not starting more often? I know he missed a long period because of an injury but he's been back for a while now and has had some very good performances (even a certified whoscored 10.0).

He keeps playing better. He was just out for too long, missed the whole first half of the season and by then Inzaghi found a 3-5-1-1 that's working great so there is no need to change things too drastically.

Luis Alberto has earned his spot well. Anderson still plays pretty much every game in some capacity. They'll probably alternate in the current and system and play together when they go more offensive 3-4-3
