Indirect free kick is the correct call. I also suspect a ban should be applied to the player for more than a red card's worth.

It is not a penalty because the offending party was not a "player" in the field despite being one of the bench. Also, since the ball did not go in, you can't simply decide to let a goal stand because "it was going to go in". You also cannot give a penalty because it was not a foul.

Let us say a fan invaded the pitch and saved the goal. It would be an indirect free kick as well.

I remember a very similar scene where a physio or so of one team ran onto the pitch to save a goal. Gotta check if I can find that...
