Taker alone had the power to decide who should end the streak. It was always Lesnar. 4 years ago and now again.
As little it makes sense, it actually makes a lot of sense.
WWE could have let someone like Reigns break it, but what if he fails? We have seen a lot of wrestlers who WWE thought were the future of the company but very few actually do end up being good.
Beating the streak is perhaps the greatest thing in wwe. Better than unification of the titles or better than wrestling with the Rock. Streak was something that started 21 years ago. It's the most prestigious thing in Wwe. The most powerful.
And with great power comes great responsibility.
The pressure on anyone who would have beaten the streak would be immense. WWE would be force to push him despite however bad he was. If it was Reigns or Bray, he would have pressure on his shoulders to act as the no 1 heel all the time. And that's where the decision comes in whether they are really suited or not. And you can not know that.
Cena? Perhaps he was the most suited to breaking it as he can handle the pressure, and is already successful. But why would he break it? They will never turn him heel. If they do, then it will be in 5-6 years when Taker is really done. Face Cena has noting to gain by beating Taker. Crowd already don't like him and they would boo him for eternity. Plus WWE wouldn't want their top guy to lose against Taker either. So that match was never happening.
Why Brock?
Because he is the only guy who could have. Lesnar is one of the greatest wrestlers in history. The most dominant and powerful. Better than HBK or HHH even. People love Lesnar whether he is a face or heel. He would never get bood(inb4 tonight). People boo Heyman just because they could avoid booing Lesnar.
He really was the perfect candidate to do so. And by beating Taker. He is easily top 5 of all time. Of course it's a problem that he is a part time. But maybe that's why they did it. A part timer who would become a legend. Someone they can trust to push other wrestlers. Rather than Taker, Lesnar is the one most stars will target. And Lesnar is young and could wrestle for the next 10 years. It really makes sense.
It doesn't change the fact it was absolutely shocking. We all grew up watching Taker defend the streak and it just ended so suddenly. But it was going to end one day.
All we can do now is to Thank Undertaker for being who he was. Wrestlemania won't be the same without him but the last 30 wrestlemania's were special because of him. That's where he will be remembered. Forever.

I'll give it some time, but if one year from now Brock is still only competing at a handful of RAWs and a few main events, then the 21 year build up that we will most likely never see again in our life times, was broken in vain

I never liked Lesnar. When I was watching wrestling back in the day he had just quit WWE so I never cared for him. Personally thought it would end up being HBK to break it. Think that would have been really suitable.

Underaker also wanted lose to Orton and Edge in 21 and 24 but the WWE said no. Taker is basically the anti HHH.

Personally, I would never have ended the streak, but if I had to.. I would have booked Kane to do it. Because.. it just fits. Would have also made for an interesting storyline.

But Kane is a mid-card jobber whos credability as a main event monster is broken beyond repair.
So yeah I understand why they never done that.
At the end of the day, if Brock comes back properly. Then it could work.
If not, might aswell have given the streak to another legend.

That's why it would've been special if one of HHH's best buddies and wrestling Hall of Famer HBK's whose career was ended by Undertaker truly bring an end to him.

Exactly Lesnar isn't even as big of a legend in WWE. HBK would've been so perfect specially given the history between UNdertaker and everything that had to do with DX

The match was amazing. The feud I think will carry on and it wasn't ended. Thing is, bray wasn't looking for the pin. He wasn't interested in winning because that wasn't his motive. In numerous promos he hinted at that. He wanted to basically turn Cena heel by getting his dark side out. But obviously Cena refrained from it.
Think Bray will eventually break Cena at ER. Won't turn him heel but something else.

But the thing is.. Kane doesn't necessarily need to be a legit main eventer to break the streak because the streak is so majestic that even the best of the best have not been able to end it. It only takes a lot of luck and a moment of brilliance to end something this legendary. Yes but the point is, you don't waste the streak on a man who's been jobbing to everybody and wins one match in 10.
It's a complete waste of a 21 year build up if they do that
