Will be sensible for him to move in January before World Cup.

To begin with, does Mata play RW, AM or both? If it's AM, then no top team in the PL need him. If RW, then possibly Liverpool and Man Utd.
No top La Liga club need him, nor do Bayern/Dortmund. Possibly someone from Serie A?

Liverpool only has Coutinho who plays best as LW, and Man Utd only has Kagawa who doesn't play....

He should just go back to Spain or even France. Real Madrid, Athletico Madrid, PSG and Monaco are the only clubs who could do with him and can afford him aswell. I would incl. Liverpool but Mou will never sell him to another English club.
