The thing is with the Arsenal situation, RVP had a lot of the bargaining power, he was coming into the final year of his contract, so he really forced Wenger's hand. With Man Utd, it's quite the opposite, even if he wanted to leave he can't really do much about it. As for Van Persie, what makes anyone think he'll be any more loyal to United than he was to Arsenal? RVP left Arsenal for a top club, one that was going to challenge for multiple honors each and every year. He want's FA Cups, League Titles, and Champions Leagues, not scrapping to get back into the CL. Children are notoriously fickle, especially when they're the little voices that are screaming in your head. His little child is probably shouting for "Bayern Munich", "Dortmund", "Juve", etc., basically anywhere that will get him what he wants.

Now that is a legitimate argument. I'm not sure of RVP's contract status (years left, money, etc.). The big unknown in the situation is David Moyes. To be fair to the Scotsman, he really hasn't been tested in these sorts of situations. Sure, he's had players want to move away before. However, he hasn't been at a club (supposedly) capable of matching any offer in both financial and competitive terms. Wenger and Ferguson both had the resolve and know-how needed to navigate such situations. (Yes, Wenger lost a fair number, but at some point you do have to sell the player in order to recoup something.)
My feeling on the matter is that Moyes doesn't have the same resolve. I think that if he is put under pressure, Moyes would crack and grant the player his wish to leave. After years of being unable to hold onto want-away players, I believe he now has a mentality to let unhappy players go. Of course, this is merely my opinion, as no one can know for sure. Then again, if current form continues, we may see several of this sort of situation in the near future.

Well there was an instance of this just last summer, Rooney asked for a transfer request. SAF said if Rooney handed in a written transfer request he would lose out on his bonuses, thus only verbally asked for a transfer request. RVP might have the same clause in his contract. Also, after Moyes came out and said Rooney is not for sale, there were reports this summer that Rooney was 'angry' and 'confused' yet Moyes stood firm on his decision not to let him go. Arsenal can't compete with Buyern for a player, financially or purely football-wise, so unless Buyern suddenly don't want him anymore I can't see him going elsewhere.

We don't really need Gundogan with the midfielders we already have, unless of course Alonso's going. Even then there's Illarramendi and Isco who don't really start currently.
