Arsenal are in no way even close to this debate.
Man United and Liverpool both have enough revenue to offset the interest on their debt, which excludes them from FFP (basically, they spend what they earn even if they do have debts).
Madrid and Barca are in the same boat as United and Pool.
Chelsea is the only name in your list that can be found wanting in reference to FFP.

So, the grand solution to stop clubs over-spending... is to put a punishment in place where you only get away with over-spending...............................

I fail to see where the article states that clubs will be given a small fine as punishment. Even if it is a fine, it may include docking revenue received from UEFA competitions next season, although that will be kind of counterproductive. Wait and see.

RMC: PSG's QTA sponsorship deal needs to be halved from €200m to €100m to meet FFP criteria. PSG have 1 year to find sum or cut expenditure.
