It's always been like that. Newly promoted teams or bought teams have 3 years to get their books straight. They are free to invest as they please until the 3 years are up... since you don't get your books finished until midway through the 4th year for the previous one... it's really a 4 year thing.
The logic is that a new club should have the opportunity to invest in itself for a long enough period to get itself competitive... that period was set to 3 years. After the investment period, it has to show that it's sustainable.
So in essence, you could lose 10 billion your first 3 years. But if you can show that the club has a sustainable model come year 4, you're fine.

You guys don't understand the FFP rules quite correctly. If Monaco spend like nuts this summer and UEFA do with FFP what it says on paper, Monaco will not make the cut.
Anyway, this Monaco madness is a great opportunity for clubs to sell their unwanted biggish-name players for serious bucks.

No, that's not true, Sportsczy. UEFA's FFP rules state that an exception may be made if there is a change in legal form or company structure of a club, for instance a merger of clubs, bankruptcy or liquidation. And these are granted on a case-by-case basis and usually for one season at a time. I don't remember any exceptional rules for promoted clubs.
Monaco have changed ownership, but just a change in ownership is not a change in the club's structure.
Moreover, if they sign players this summer on 4-year deals worth of 200m, amortisation in accounting will mean that that 200m is spread on those 4 years, i.e. 50m amortisation expense every year for the next 4 years, meaning that they cannot spend like crazy this summer and after that go "look, we're not spending anything on player transfers!".

I'm absolutely certain that if there's a change or ownership or a promotion, you're exempt from a lot of the more stringent rules of FFP. Of course, you can't skip payroll like Malaga. But you are allowed to invest heavily.
Naser Al-Khaleifi of PSG explained it on french tv about 6 months back: They're not concerned with the transfer fees for 3 years, but the total wages for FFP come 2014. That's why he explained that PSG aim to keep their wages below the 150 mil threshhold no matter what (87.9 mil right now) because they have a plan to make things work as long as the wage structure remains within their preset budget.
No offense, but i think he has a much better handle on this than probably anyone.

for everyone to read, I've read them through once maybe a year ago and admit that I don't remember all the details, but I'm absolutely sure that transfer fees that are being paid now do affect clubs' books for the next few years to come, because of amortisation.
In short, I do not believe that Monaco (or PSG) will meet the FFP regulations if UEFA implement them as rigorously as they are on paper - that remains to be seen.

Both PSG and Monaco have been given 3-year exceptions. PSG's started 2 summers ago. Monaco starts this summer. That's the bottom line.

My guess is that they're either hoping the massive lawsuit against FFP that was filed last month with the EU wins or Monaco somehow gets an exemption since its operations are guaranteed by the country of Monaco. Psg wouldn't pass the FFP rules if applied correctly because they make a profit thanks to sponsors that don't pay a market value.
