Serie A rule change for non-EU buys
The FIGC has given the all-clear for Serie A clubs to sign two new non-EU players per season rather than one.

Italy's problems are not foreigners my friend. It's the club mentality and football culture.
Spain and Germany are doing great with 3 spots for foreigners per season.

Spain is doing great because of Barcelona playing a predominantly Spanish squad. Spain's typical line-up includes from Barcelona: Puyol, Pique, Xavi, Iniesta, Busquets, Pedro, Villa. Now Inter supplies three players; one just became Italian (Thiago Motta), Ranocchia was bought (50%), and Pazzini was bought.
AC Milan supplies Cassano who was also bought.
It's the reality of Italian football. It's transitioned to a foreign league.

Now count as many quality players from this decade and i will tell you why they are not playing regularly..

Lack of quality ? How can you even adjudicate that when you are assuming and implying that that's the situation because your club specifically doesn't have any Italians that they've developed, for the second year running.
Look at England. I know I'll be burned for this, but why do you think they haven't won since 1966 ? Their league is 73% foreign and that's why they've tried to implement new rules on foreigners to try to curb the foreigner rate. Why do you think British players go for 10x more than others ?

Nick as your imaginary mod iam insisting you quit with the italian fanboyism and discuss the matter at hand......
As someone rightly pointed out Germany and Spain are doing great with more non-eu spots available, Italy just dont compete on a quality level with them atm like it or not and iam not interested in your best eleven so dont bother.
This is a good thing imo it allows Italy to compete more with Spain and England more for top foreign talent.

Bonucci, Balotelli and Santon. One was sold to Juve for 16mil, one was sold to City for 29mil and we still own Santon. How about you? Marchisio doing alright? I read he was for sale....J/K
My point stands mate. It's the lack of talent that forces clubs to buy foreigners.
The last breakthrough in Italy was by Balo, the rest, Sanchez, Cavani, Pastore, Ramirez etc all foreigners.

At least most of Italy's imports are players of Italian descent (Argentines).

Yeah because teams don't develop them. How do you know the youth set-up ? You haven't got a clue that the U-21 and U-23 Azzurri squads are all Juventus-based.

I am talking about other leagues, I don't know the situation in Serie A, but I know it's bad. Personally, Serie A need to do a Bundesliga and invest heavily into youth setup. This will take years, but it's worth it. The foreign player thing is a temporal solution to a long term problem, but at least you can plug the holes in your squads better now and be more competitive.
Juventus have always been the backbone of Azzurri squads, but I agree the rest are way behind.
