Someone must get blamed, and punish a club and sucking some money out is good business.

People might pretend to be a team's fans and might turn up to be racist and get the team punished just for fun.

The first meeting of Fifa's anti-racism taskforce has proposed having observers attend games specifically to monitor racist or discriminatory behaviour.
The observers would be in addition to those assigned to oversee on-pitch incidents and refereeing.
Two- or three-stage penalties including points deductions and elimination from competitions will also be put forward.
Member associations will vote on the measures at Fifa's annual congress in Mauritius at the end of May.
The new taskforce - formed by football's world governing body in a bid to combat discrimination in the game - had its first meeting on Monday and is led by Jeffrey Webb, a Fifa vice-president from the Cayman Islands.
The sanction regime that will be proposed by the anti-racism taskforce would start with stronger fines being levied or games played behind closed doors.
The second and/or third steps would be increasingly severe with points deductions for offending teams or even elimination from competitions.
The proposals would apply only to Fifa-mandated competitions but sources close to the discussions have told the BBC they expect Fifa to encourage other confederations to adopt the same or similar measures.
European football's governing body Uefa already adopts a monitoring system in co-operation with Fare (Football Against Racism in Europe). It is expected that Fifa's proposal would be administered along similar lines.

Now I could trash talk Inter a little bit like some people generally do on a negative Juventus article. But instead i'll take the high road on this one.
Racism is a problem for allmost every club, some more than others. Punishing a club is just flat out stupidity. No anti-racism campaign will stop people from being racist. And Clubs can't travel back in time to physically stop people from racist chanting. The only time a club should be punished is if they neglect the situation and don't find the people responsible then take the proper steps.
Blaming Inter, Juve or whichever club it is for having racist fans is like blaming a celebrity for having a mentally unstable stalker. The blame does not rest with the club and there's very little the club can do.
