Most people would prefer it if the chat were always open.
The current position of the admins is to only have the chat open if one of the admins is online (reasonable, given the recent clusterf*ck with I-No).
I believe a happy middle between the two would be to create Chat moderators, so when there are no admins online and there are important games up users can still chat.

Nah it would get boring if it were open 24/7. Better to have it only during match days

We've been through this. It's not caps, it's spamming messages or posting everything in caps. As you've done both in recent days, you have less leeway than others in that regard.
