I arrive in Holland in the middle of December, during which PSV have a home game in the europa league against Rapid Bucharet.

Is it possible to obtain a ticket for this game on the day of the match or before hand from the ticket office as a foreigner?

On the website it talks about needing a club card or atleast thats how it reads.

Would really appreciate some info on this.

You have to make an application for ticket and you must wait, risky. It is more expense but more sure from third party like this:
