T.O. rapper charged in 4 murders

TORONTO - Beverley Francis and Cyndie Facey hugged as they said good-bye Wednesday.

They were strangers an hour earlier, but they and two other families are now linked by murder allegedly committed by one man in 2010.

Francis lost her son Jahmeel Spence, 27, in a case of mistaken identity while Facey’s son Courtheny, 18, was slain in an apparent unprovoked murder.

Also with them trying to come to grips with the carnage were family members of two other murdered men, Mike James, 23, and Carl Cole, 45.

Three of them didn’t know accused killer Mark Garfield Moore, 27, while Cole apparently argued with the suspect.

When they were called to get an update about an arrest, each family believed it stood alone. The magnitude of the tragedy unfolded for them — now tied by bullets from three handguns that are still missing — when they met at police headquarters.

The accused is alleged to be a gangster-style serial killer who went on a one-man crime wave, Toronto homicide Det.-Sgt. Hank Idsinga said.

Moore, known as Prezidenteeh and has videos on YouTube, faces 54 charges including four of first-degree murder.

He’s also accused in the Arax Jewellers heist where a clerk was wounded by a gunshot, and a string of shootings, including the attempt murder of a man believed involved in an attack of a younger brother, also in 2010.

Idsinga hasn’t ruled out the possibility the suspect is tied to other murders and Project Summit remains operational as further arrests for obstruction of justice and being accessories are pending.

“If you look at the build up of occurrences starting in June, it’s pretty traditional I think of a build up of violence where’s he’s alleged of doing drive-by shootings, he graduates to attempt murder, and then an armed robbery and then boom, four murders,” he said.

“I’d be naive to think he hasn’t possibly shot people before,” Idsinga said.

Spence was killed Sept. 10 off Greenbrae Circuit, Facey and James were slain together on Weston Rd. on Sept. 29, while Cole was murdered on Nov. 24, also on Greenbrae.

The shop clerk was wounded Aug. 9 when a shot was fired during the Eglinton Ave. jewellery store heist by two masked men.

Moore, a father of a child, is the brother of Andre Moore, a father of five known as Cheeks, who was murdered in 2008. Andre is believed to be the man who shot and wounded Toronto Det.-Const. Antonio Macias in 2001.

The suspect was notified of the charges as he sat in Don Jail awaiting the outcome of a preliminary hearing involving firearm offences in connection with shots fired in Club XS in the Entertainment District in March.

His mother Hyacinth was told as she sat in a courtroom at 361 University Ave. during the trial of the man charged with murdering Andre.

On the music web site Reverbnation, Moore described himself as “prezidenteeh aka prezi came from the ground up as a gangbanger started from nothing and made something out of it now he decided to bring back real raps to the streets hes hard, hes different and he is real.”

The brief autobiography is linked to a music video featuring both Moore and friend Kevin Williams, whose stage name is Mayhem Morearty and is also charged in the Arax heist.

The left side of Moore’s face was left disfigured by a bullet when he was shot multiple times by a gunman armed with an AK-47 rifle on Nov. 14, 2001, in the stairwell of 1765 Weston Rd., the building where he once lived.

A month later, Macias was shot by Andre Moore outside the building. Police said Andre didn’t have a key to his mother’s apartment and was waiting for her while she was visiting Mark in the hospital. It was then when Macias, part of a patrol to stem the violence that wounded Mark, approached Andre.

The seriously wounded Macias was taken to same hospital ward Mark was recovering from his wounds. Police didn’t know then of the link.

“I think the families of the victims described him best this morning,” Idsinga said. “If these allegations are proven in court, he’s an evil man.

“There’s no commonality in the victims. Jahmeel Spence, we believe, was a victim of mistaken identity,” he said. “Courthney Facey and Mike James, there was absolutely no rhyme or reason as to why they were killed.”

None of the three had criminal records or were involved in gangs.

“Carl Cole, there was a dispute between him, allegedly, and Mr. Moore,” Idsinga said.

“You can gain notoriety as a criminal on the streets of Toronto for killing people,” he said. “But if you kill people who aren’t involved in the game, you’re not going to get protected.”

It was shortly after Cole’s murder that evidence made investigators’ focused on the suspect. The forensics trail led to other shootings and by January, links were developing to the other slayings.

In April, police launched Summit with Idsinga and partner Det. Justin Vander Heyden leading the team.

Vander Heyden has known the suspect’s family for a decade and was part of the team that investigated Macias’ shooting in 2001 and in the raid on the family home the following year looking for a gun.

“Violent, careless, homicidal with impunity,” he said describing the accused. “He doesn’t seem to pick his victims for any particular reason.

“The case in point, three of the victims have no criminal records. He’s literally driven up and executed these people,” he alleged. “Mr. Cole, (he may) have a background with drugs. I’m not even convinced that’s the reason. Maybe, but the overkill nature smacks of murder with impunity.”

Serial killer or multiple murderer

Is a man charged with four murders an alleged serial killer or a multiple murderer?

Expert Elliott Leyton thinks serial killer is appropriate.

While he won’t comment in on-going cases, he agrees with Toronto Police defining a man charged with four slayings in separate occurrences as a possible serial killer.

“As far as I’m concerned, if you kill four people, I agree,” the anthropologist who wrote “Hunting Humans” said. “To me, it would, but it’s not a... typical serial killer.”

The definition “depends on the person you’re speaking to, Leyton said.

“Some say it has to be the classic sexually-motivated or sexually involved crime,” Leyton said from his Newfoundland home. “Others say if you kill four people, you’re a serial killer. These are not clear distinctions, they’re arbitrary, used for convenience for people who work in the field."T

he FBI, in a 2005 study called Serial Murder, is clear in its definition of a serial killer: “All serial murders are not sexually-based. There are many other motivations for serial murders including anger, thrill, financial gain, and attention seeking.”
