So far they brought Nainggolan for like 24m?

Inter plays in Champions League, they are safe for now. Besides it's a different kind of fraud, Suning is a fraud for the fans since they didn't spend much.
Milang was a true fraud: pays a lot for shit players and now they are broke with no chance of getting money back thru CL.

? Probably you don't know how FPF works.
The clubs that have economic situation rated as "not good" finish under surveillance of UEFA.
They can settle this stipulating an agreement, called " Settlement Agreement " ( since 2016 there 's even Voluntary Agreement ).
Inter stipulated in 2015 . It lasts 3 years if everything goes ok. In these 3 years you must come to terms with Uefa, for example a break even within 30 June ( we're getting it also this year, it means for example you must get 45 mln of capital gains from players. We are getting them selling our youth players), limitation of European lists (for example you can't insert players if you haven't sold to same price etc Very complicated to explain it. We couldn't insert Jovetic Kondogbia and J.Mario on past EL. Now we risk to not insert some players ) etc
Inter and Roma stipulated this settlement agreement. It lasts 3 years. If you show to have respected the terms it finishes. Roma is out of settlement agreement now. Inter almost. We've complied many things but not the matter of amortisation ( so we'd have still the limited list for UCL . ) . But if we will respect the break even for 30th June ( the matter of capital gains. need of 45 within 30th and we almost done atm ) we'll be definitely out of settlement agreement. And so not under FFP.
Why Inter and Roma had settlement agreement for FFP and Milan no ?
Because Milan situation was rated more bad than Inter and Roma.
It is a plea deal but it needs of preconditions to give it.
But Milan situation was rated so cloud ( who is this Li for example ? Suning and , even the worst Thohir , aren't the best but they're clear representatives at least. They presented a credible plan , tbh Thohir presented a downsizing plan hard to accept it for a fan but ok for UEFA. While Fassone presented an insane plan promising heaven and earth so as to increase revenues.. Not credible) to not grant even that plea deal with UEFA for clubs under FFP called Settlement Agreement. That's all.

I have an idea on how it works in general. Wont bother going into details with FFP since Juve probably wont get troubled by it anyway.
You could have saved your time by saying you are selling youngsters for a profit.
And yeah Milan's investors were shady and went all-in while Inter's chinese management are trying to be a bit more reserved with spendings and have a slower but steady growth.

PSG bought Neymar by triggering his release clause last summer, which impacted last summer's transfer activity
They signed Mbappe through a loan with an obligation to purchase, which will impact this summer's transfer activity

Rather than a summer of 400M spending, it's a summer of 220M spending and a summer of 180M spending... which is more realistic for a club in their position and they will sell players this summer, Pastore completed his move to Roma already, Guedes will move this summer, most likely to Valencia permanently, with a couple more to come- Rabiot, Meunier, which will all recover fees. They have a much easier time in being revenue positive or even neutral than Milan who spent Neymar money on truthfully shit players and ought to be punished just for this.

Sure some of their sponsorship deals are suspicious but they are technically not breaking the rules.
